Together, we are creating the conditions for students to succeed

At the Fresno County Superintendent of Schools (FCSS), our work is broad, but our purpose is simple: we create the conditions that help students thrive. We work alongside schools, districts, families and community partners to help ensure students have the support, relationships, learning experiences and opportunities they need to succeed in school and prepare for their future. Kids First brings that work together around one shared commitment: putting the needs and potential of students at the center of what we do. The Five Conditions help define what that commitment looks like in action and provide a framework for understanding the many ways FCSS supports student success across Fresno County.

Basic Needs & Wellness

Students thrive when their physical, mental, emotional, and social needs are met. This includes access to healthy food, safe environments, healthcare, mental health support, and the resources they need to feel healthy, supported, and ready to learn. When students’ basic needs are met, they are better able to focus, participate, and succeed in school.

Relationships & Belonging

Students thrive when they feel valued, connected, and supported by caring adults, peers, families, and their communities. Positive relationships help students feel safe, included, and confident, while creating a strong sense of belonging that supports learning and personal growth.

High-Quality Curriculum & Instruction

Students thrive when they experience engaging, challenging, and meaningful learning opportunities that help them think critically, solve problems, and grow academically. High-quality instruction helps ensure every student has access to learning experiences that prepare them for success in school and beyond.

Opportunities & Future Pathways

Students thrive when they have opportunities to explore their interests, discover their strengths, and prepare for their future. Career exploration, college preparation, leadership opportunities, and real-world learning experiences help students build confidence and see what is possible for their lives after graduation.

Students thrive when the systems around them are supportive, inclusive, and focused on helping every student succeed. Strong leadership, collaboration, family engagement, and coordinated services help create school environments where students feel supported and have access to the resources they need.
